Is the Constitution merely prescriptive law, or does it contain prosecuteable offenses?

While the specific terms articles you have specified are not generally punishable by civil or criminal means.. there are some portions that are indeed identified as punishable and what form of punishment is to be dispensed. Treason by two corroborative sources demands the death penalty. However if we were to see this executed there would indeed be a constitutional crisis and I personally believe a civil war in the midst of such a conviction.
Yes, but as a rule, Constitutions grant statutory authority to, legislative bodies to encode criminal violations. In other words, a person would not normally be brought to trial for 'violating the Constitution' (14th Amendment, for example) , but the Federal laws that codify it (Voting Rights Act, etc)
