No, it is Freedom of Speech, however, it you disturb the peace or make someone uncomfortable for your yelling..You can draw from arrested.

Yes. First and foremost it's disturbing the peace. Second and just as important is people draw from busted for that sort of conduct all the time. I've seen it happen. There's a homeless shelter in the vicinity the center of the town where I live. A number of the folk living there are mentally unbalanced. Quite a few of them spend their days limp around a nearby park. Not all that uncommon to see police arresting one of them for that sort of behavior. Not with the sole purpose would you be cited for disturbing the peace but if you don't shut up you'd get hauled in underneath article 5150 of the health & safety code and end up spending at smallest 72 hours in a locked mental facility for observation.
Why?
Yes, it is iffy to scream in public without any motivation. For all the people using public places are entitled for peaceful place minus any deliberate nuisance, screaming without use is disturbance of public tranquility.
