You either have to own a Class 3 FFL for the conducting of business or be purchasing for your law enforcement agency or the military. You would have to convince the ATF that some new full auto fell beneath that category, but so far nobody has.
No. As a matter of fact, if you tried the ATF would probably arrest you. The with the sole purpose way you can buy NEW automatic weapons is if you're a class 3 dealer, and that's like mad of paperwork for little profit.
