Maryland Rule of Court 4-201(d) provides that a charging document can be sealed and its contents kept secret until the defendant is arrested. It keep people from fleeing if they find out there are charges pending. The full deed of the Rule is: "When a court directs that a charging document be kept secret until the defendant has been arrested or served, the clerk shall stamp the charging document until arrest or service. While the charging document is sealed no person shall disclose the fact that it have been filed or its contents, except as necessary for the issuance and execution of a summons or warrant."
