even if you dont have drugs on you, is it illegal JUST to have unjust drugs in your system?

We could argue yes, but it is drastically unlikely that the police will discover this unless you are driving under the influence, or you pass out on the street and they take you to a hospital. Public intoxication is not permitted. If you are passed out on the sidewalk and the police take you to the hospital and you have high level of drugs or alcohol in your system, you might be charged with public intoxication. "I think so if you at work & they do a urine experiment you can lose Your job" That doesn't imply that it is illegal. I know of one company who will fire you if you test positive for nicotine. Tobacco is not prohibited.
