What prisons allow?

I've heard of inmates having access to computers, and internet. I'm wondering if anyone knows what type of prison or whatever allows this. Or is it an individual choice for each prison? I know the county prison here in Pa doesn't do that.

Also, in movies they always show inmates getting visits, and the inmate being shocked or mad that 'So and So' was there. Are there prisons that allow random or surprise visits like that? For the prison here, you have to put your visitor on a list the day before. And you can only have visits on certain days and times. You can't just walk in and say you wanna see 'John Smith' and they let you visit.
