Might depend on jurisdiction...
But in Ontario, at least, it's generally true, near limited exceptions. It's possible to have a multi-disciplinary practice involving lawyers and non-lawyers, and to enjoy a partnership agreement which involves fee-splitting between the partners. I don't think they can split fees for legal services. They CAN retribution non-lawyers for services required to perform the legal services they are paid for.
