What can be done about corrupt Government Officials?

I live in California. I have been the subject of a corrupt public official. This person removed things from my file which cause me to loose an appeal. He has also stolen U.S. mail. I have found other corruption contained by that Agency which I reported to Governor Schwarzenegger. The Governor has taken the position of "see no evil, hear no evil". I have contacted every state agency I can think of, and hold been told five different times now an investigation will take place. As of this date no investigation have taken place. I have absolute proof that a crime has be committed. Anybody got any Ideas that would help? Thanks
